Joseph Toufik Merhi was born on October 23, 1953 in Syria. He has earned an estimated net worth of around $5 million as of 2023. Before entering the movie industry, he owned several pizzerias in Las Vegas, Nevada. In 1984, he founded the production company City Lights with Richard Pepin and started his career as a filmmaker. The company was later renamed as PM Entertainment.
In the late 1980s, he started to direct and produce many low-cost action and martial arts films. These movies were mainly broadcast on television or distributed for the home video circuit. He worked with a number of notable actors including Michael Madsen, Tom Sizemore, and Lorenzo Lamas. His most recent film as a director was Executive Target in 1997. Afterward, he switched to producing and executive producing straight-to-DVD movies. He did not return to the director’s chair until ten years after his last film when he helmed Oranges in 2008.

Eventually, the company was sold to The Harvey Entertainment Group in 2000 and later closed. The company’s library of movies was then sold to Echo Bridge Home Entertainment.
